Jack Hornor

Naval Architect & Principal Surveyor

Certified Marine Surveyor, NAMS 

Jack grew up on the shores of the Finger Lakes in Upstate New York and following college and military service began his career as an apprentice marine surveyor and marine loss adjuster in 1971. Since, Jack has continually served recreational boat owners, buyers, builders and insurers.  He is a graduate of Westlawn Institute of Marine Technology with a diploma in Naval Architecture, Marine Engineering and Small Craft Design.  Jack is a "Standards Accredited" member of the American Boat and Yacht Council, a "Certified" member of the National Association of Marine Surveyors, a member of the Society of Naval Architects and Marine Engineers , a member of the Society of Boat and Yacht Designers and has been "Accredited" by the Society of Accredited Marine Surveyors.  He is currently the Central Atlantic Regional Vice President of the National Association of Marine Surveyors, member of the Board of Directors of American Boat and Yacht Council, Member of the Marine Industry Technical Educational Council and a past Chairman (Chesapeake Chapter) and Board of Directors member of the Society of Boat & Yacht Designers.

In addition to his duties at Marine Survey & Design Co., Jack has been the Project Naval Architect for the restoration of the steam tug Baltimore being restored by the Baltimore Industrial Museum.  He has been a contributing writer for SpinSheet, Chesapeake Bay, Offshore, Sailing, Marine Business and Boat/US magazines.  Jack regularly contributes evaluations of power and sailboat models to the  Boat/U.S. Web Site and has been a technical advisor to the Foundation for Boating Safety.

Jack has been an avid boater and competitive sailor for more than 40 years. He and his wife currently sail a Catalina sloop and enjoy exploring the Chesapeake Bay from their home port at Knapp's Narrows whenever they have the opportunity.

Bill Bartoo     

Associate--Designer                                                                                                                                                                  

Bill is a retired instructor of design at the State University College of New York at Buffalo, a graduate of the Landing School of yacht design and has more than 30 years experience in the design and construction of small boats.  In addition to his active independent design and consulting practice, Bill is an author of one of the most popular books for beginning boatbuilders, The Six Hour Canoe

Bill currently owns a 22' pocket cruiser that, in his spare time, he uses for exploring lakes, rivers and canals around the country.

Pete Sylvia

Associate Marine Surveyor

Pete has worked as naval architect for the United States Coast Guard and Naval Surface Warfare Command.  He is a graduate of Webb Institute with a degree in Naval Architecture and Marine Engineering, a licensed Professional Engineer in the state of Virginia and is "Standards Accredited" by the  American Boat & Yacht Council

Pete has owned the same 28 sloop for more than 25 years and and enjoys sailing on the Chesapeake in his spare time.

Mary Lou Prokopchak

Office Manager

Mary Lou's official title is Office Manager but, in fact, she is our jack of all trades. Her responsibilities range from handling inquiries to transcribing survey reports to keeping MSDCO’s books and accounts up to date. 

Mary Lou is an avid boater and when she’s not working or attending her son’s lacrosse games, there is a good chance she and her husband can be found on the family’s motor cruiser  enjoying the waters of the Chesapeake.
